End-users shouldn't see the changelog subscribe option on their account settings if subscriptions are turned off globally.

Currently, roadmaps are public and must apply to ALL customers. However, it would be great to be able to personalise roadmaps for each company so they can follow along with features/bugs specific to their concerns.
