Unable to change public comment to private

Expected Behavior If a comment in a feedback post was created as public, as an Admin I should be able to edit the comment, change to private and Save the change. Current Behavior When I try to change a comment to private and save the change, the comment remains public. Possible Solution Make it possible for public comments to be turned to private in case someone published it by mistake or an Admin didn't realize that a comment was saved as public.
