Email not send when adding new update

Expected Behavior When I create new update in changelog emails are send to the subscribers Current Behavior Some release are sent some are not Possible Solution Steps to Reproduce create a new update in changelog page click on notify subscribers toggle check in changelog list if email number is not 0 Context (Environment)
