Tags should not be visible to users when there aren't any

Expected Behavior Tags should not be shown in the portal website/widget when they are not supported (insufficient subscription level) Current Behavior Tags dropdown shows up for end users even though the tags feature is not in use. This clutters the UI with unecessary things that are not relevant. Possible Solution If tags are not supported (due to subscription level, or not having any added in the list), do not show them on the website/widget. Note Tags were set up duing the free trial. They are not available for configuration due to subscription level as of right now. I'm not sure if the reason they show up for the end user in the widget is because they were technically configured and existed at one point earlier, or if that field just shows up no matter what. Either way, it really should be hidden from the end user.
