Anonymous voting doesn't work without log-in

Expected Behavior Clicking "I have read and agree to the terms and conditions" and then "Skip" should allow anonymous vote. Current Behavior Even though the check-box is selected, if email field is empty, pressing "Skip" always fails with "Please agree to the Terms and Conditions and Privacy Policy before proceeding."
