HTML entity encoding in posts raised via api

### Expected Behavior When post is created via API request, html entities should be decoded before creating post ### Current Behavior HTML entities are not decoded resulting is titles containing `"` instead of `'` ### Context (Environment) Makes some post titles unreadable both for admins and for end users
