Enable Ctrl+B (and other formatting shortcuts) in the comments section

Description/Problem: Users can currently only bold text in comments by manually typing "text" .The Ctrl + B keyboard shortcut, which works in the feedback post description area, does not function in the comments section. Benefit: Adding keyboard shortcut support (Ctrl + B, and ideally other common formatting shortcuts) to the comments section would expand formatting options to this section, bringing the comment editor in line with the description editor and reducing friction for users who expect standard formatting shortcuts to work everywhere.
