Enable manual ordering within status and toggle to disable forced ranking

Description: As a roadmap owner, I want to manually reorder items within a stage/status and optionally disable forced ranking so that I can prioritize items in the way that makes sense without the system overriding my order. Problem: Currently, drag-and-drop only works to move items across stages/statuses, and the roadmap appears to enforce a fixed ranking within each column. This prevents adjusting the relative priority of items within the same stage/status and makes it difficult to organize work as needed. Benefit: Allowing manual reordering within a column and providing a setting to disable forced ranking gives users flexibility to reflect real-world prioritization, improves clarity during planning, and reduces friction when communicating priorities to stakeholders.
