Split anonymous voting and posting options

Description: When enabling anonymous voting and posting (toggle in Privacy section), both voting and posting are enabled or disabled. Adding a separate toggle for both would address this. Problem: You can only enable or disable both at the same time Benefit: If both voting and posting are split, you can enable/disable their toggles separately and allow users that only wish to vote to do it without providing account details.
