Open Set Segment and In-App Announcement links in separate tab

Description: When a Sleekplan user with a Starter plan creates a new chagelog in the Admin Dashboard, since Segmentation and In-App Announcements are not included in Starter, those tabs are presented with a star icon in the panel to the right, and if you cick on them they get you to another screen in the dashboard (see screenshot attached), overwriting the current screen where the editor resides. Problem: This causes any work on the editor to be lost. Benefit: Avoiding inconveniences and unncessary additional work when creatting a changelog and clicking on one of those icons. Solution could be to just open those links on a new browser tab.
