NPS/Satisfaction prompts not disabled after downgrade; need off switch on Free

Expected Behavior After downgrading to the Free plan, all NPS, CSAT, and feedback prompts/tooltips are automatically disabled and hidden across web and mobile. An in-product setting (per workspace/account) allows turning off all NPS/CSAT prompts without requiring an upgrade. Current Behavior After downgrading from a paid plan, NPS/CSAT prompts continue to appear in the product. The settings to disable these prompts are locked behind a paid tier, so they cannot be turned off on Free. Possible Solution On plan downgrade, set feature flags to disable all NPS/CSAT surfaces and suppress related telemetry. Expose a Free-eligible "Feedback prompts" toggle (default OFF on Free) in Settings > Notifications/Privacy. Run a migration to default existing Free workspaces to OFF and hide legacy surfaces. Add a server-side kill switch for immediate suppression. Steps to Reproduce On a paid plan, ensure NPS/CSAT prompts are enabled. Downgrade the workspace/account to the Free plan. Continue regular use; observe NPS/CSAT prompts appearing. Navigate to settings to disable; observe the control requires upgrading and cannot be changed. Context (Environment) The prompts are disruptive for Free users, create confusion after downgrade, and may affect adoption. A way to turn off surveys is needed for environments that disallow in-app surveys and to respect user choice without a paywall. Observed after plan changes and trial expirations across multiple workspaces.
