Toggle Comment Visibility (Public ↔ Internal) for existing comments

Description: Admins should be able to change the visibility of existing comments from public to internal (and potentially vice versa). Problem: Team members are accidentally posting public comments on the Roadmap that should remain internal. Admins want to retroactively hide these from customers.
