Anonymous flow does not allow to skip if Legal is enabled

### Expected Behavior I want users to be able to "skip" if they leave email blank, even though legal/privacy is enabled ### Current Behavior Skip does not skip, but requires user to set checkmark in "accept", then press send. ### Possible Solution Allow users to skip instead of forcing them to check off "I accept" as long as email is empty ### Steps to Reproduce 1. 2. 3. 4. ### Context (Environment)
