Tags search is case sensitive

### Expected Behavior when entering search terms for tags on an item of feedback, results should not be case sensitive. ### Current Behavior results are case sensitive e.g. if i type "video calls" as my query, the tag. _Video calls_ does not show as a suggested result. ### Possible Solution ### Steps to Reproduce 1. Have an existing set up that has both upper and lowercase characters e.g. _Video calls_ 2. Open an item of feedback 3. Click on _Add tags_ 4. Enter a search term that matches the tag in step one, but type it in all lowercase e.g. _video calls_ ### Context (Environment) i'm trying to add an existing tag on a piece of feedback
