Not all widget Feedback statuses displaying for users

Expected Behavior The Feedback Action Item is configured to display "All (not closed)" by default so I expect all but feedback items with the Closed status to display for users. Current Behavior An item with the Completed status doesn't display in the widget by default. However, it does display if I filter the items within the widget by "All" or "Completed." There is one item with the Under Review status and it does display by default. Possible Solution I'm not sure. I've checked every setting I can think of and I don't see anything obvious. Steps to Reproduce There aren't steps I can list here. Context (Environment) When the user opens the Feedback list within the widget, I want the user to see all items by defualt except those with Closed status.
